Government of Montserrat


On behalf of the Government and people of Montserrat, Premier the Honourable Donaldson Romeo expresses heartfelt condolences to the family and friends of former Chief Minister, the Honourable Bertrand Osborne.


Former Chief Minister Bertrand Osborne

Mr. Osborne served as the island’s fifth Chief Minister from 1996 to 1997— during a time when Montserrat was grappling with the volcanic crisis.
The Premier’s message reads as follows:

“It is with deep regret and profound sadness that the Government and people of Montserrat, express sincere condolences, on the passing of a former Chief Minister of Montserrat, Honourable Bertrand Osborne.

Mr. Osborne, served as the Chief Minister of Montserrat from November 1996 to August 1997, but was a member of the Legislative Assembly from 1987 until 2001.

He was a man of tolerance, solidarity and justice, who lived well with the people and served his country, fearlessly. Montserrat has indeed lost a stalwart who has demonstrated his love for Montserrat and desire to see Montserrat develop, through his political contribution and his work in the private sector. We are deeply saddened by his passing but we know he has left a legacy that will live on for generations to come.

Upon hearing of his passing, I also took time to reflect on my last moments with him. Just three days ago, I visited Mr. Osborne at his home where I observed him resting peacefully and although we did not speak during that visit, his calm appearance and peaceful aura will stay with me forever.

We all pray that God will bring comfort to his wife Lystra Osborne, his children and the entire Osborne family during this time of bereavement.
As we honour his legacy, may his soul rest in eternal peace.”

Bertrand Osborne died on Tuesday, September 4, 2018.
