Job Purpose
The Public Service Reform Programme on Montserrat started over three years ago and has delivered a number of changes in the operations of Government. (A second phase of reform is currently being designed.) An innovative new structure for the Deputy Governor’s Office was approved by Executive Council in April 2009 and is currently being operationalised. A senior and experienced human resources manager is required to support the development of the new roles and functions and maintain the momentum for change.
Key Responsibilities
The Human Resources Management Adviser will be required to:
- Act on an interim basis in the newly-established position of Human Resources Director, updating the existing, and establishing the new, functions of the HR Unit.
- Facilitate implementation of wider reforms, including delegation of human resources management responsibilities to line managers; reforms to the role of the Public Service Commission, and introduction of modernised public service rules and procedures.
- Assist with the recruitment of, and provide one-to-one induction and coaching to the substantive Human Resources Director.
- Provide professional human resource management guidance and mentoring to all of the newly-appointed Directors and Unit Heads in the Office of the Deputy Governor.
Terms of Reference for Human Resources Management Advisor
Personnel Specifications
The successful applicant should have:
- A post-graduate qualification in Human Resources Management
- 10 years experience as a Senior Human Resources Manager in a public service environment.
- Be able to demonstrate a track record of achievement in modernising Human Resource Management functions, and of coaching and mentoring others in similar situations.
- Experience of British Overseas Territories, or of other small Public Services, would be advantageous.
Remuneration
Salary is negotiable and is commensurate with qualification and experience.
