Job Purpose
The Public Service Reform Programme on Montserrat started in 2006 and has delivered a number of changes in the operations of Government. A second phase of reform was partially designed and requires a senior and experienced individual to provide support to the continuation of the reform Programme.
Key Responsibilities
The PSR Lead Advisor will be required to
- Complete the design of PSR, Phase 2; to ensure that it addresses and integrates all elements of a Public Sector Management (PSM) system (Strategic, Financial, HR, Entity Management);
- Provide professional expert advice on all aspects of PSR2, including project and change management;
- Prepare and maintain a rolling work-plan for PSR2 and to monitor progress in achieving it;
- Provide efficient management of the project, for compliance with the ToR and regulatory requirements,
- Advise on the ToRs and Job descriptions and recruitment of specialist advisors, and organise and supervising the work of the specialist advisors;
- Provide the Deputy Governor with quarterly reports on the progress of PSR 2 including a variance analysis of shifts away from programme and to present an Annual Report to CMT and DFID; and
- Conduct workshops and seminars on topics relevant to the reform initiatives.
Terms of Reference for Public Service Reform Lead Adviser
Personnel Specifications
- A post-graduate qualification in any of the following areas; human resources, project management, public finance or accounting and public sector management,
- 8 years experience in a Public Sector environment and 5 years Project Management, experience in Public Sector Reform, Public Management and budget cycle would be desirous.
- Experience of British Overseas Territories, or of other small Public Services, would be advantageous.
You should be able to demonstrate a track record of achievement in modernising Public Service, systems and organisation and of coaching and mentoring others in similar situations.
Remuneration
Salary is negotiable and is commensurate with qualification and experience.
