SUPPORTING PUBLIC SECTOR REFORM WORKSHOPS A SUCCESS

The second in a series of workshops on “Supporting Public Sector Reform” within the Montserrat Public Service was a success.

The purpose of the training workshops was to discuss the proposed development of a ministerial code for the Montserrat Public Service, to conduct a train the trainers’ workshop on handling difficult conversations and organizational change management.

The learning and development sessions, held from January 8th, to January 12th, 2018, brought together a wide cross section of the society including members of the Legislative Assembly, heads of the various Government departments, senior and middle managers, public servants and the Empowering Excellence Programme (EEP) Private Sector Advisory Committee.

Close to 50 persons attended both sessions that were held at the Disaster Management Coordination Agency (DMCA) and the Human Resources Management Unit (HRMU) training room.

According to the participants the workshop sessions were quite timely, relevant and excellent. The presentations were a real eye-opener, thought-provoking and engaging with much food for thought.

Some of the topics covered include Effective Listening Skills, Barriers to Good Listening, It’s Time to Change How We Change, Determine Organisational Readiness and Navigate Resistance to Change among others.

The participants involved in the train the trainers’ course will act as Change Agents and Trainers within the public service to champion the Empowering Excellence Programme (EEP) through Human Resource Transformation.

Five (5) persons from the National School of Governance International (NSGI) from the United Kingdom were on island to conduct the training workshops.

The workshop sessions were very timely as the Government of Montserrat continues to implement the Empowering Excellence Programme (EEP) within the Montserrat’s public service and to gain a consensus on the way forward for the development of a ministerial code of conduct.

The team also had meetings with Her Excellency the Acting Governor Mrs Lyndell Simpson, Chief Human Resource Officer, Dr Jocelyne Fletcher, EEP Programme Manager Mrs Cheverlyn Williams-Kirnon and the Empowering Excellence Programme Public and Private Sector Grouping.

Meantime, the Empowering Excellence Programme (EEP) structures bid farewell to the outgoing Chair of the (CCEE) Her Excellency Elizabeth Carrier as she embarks on a new venture. The groupings await the arrival of the new Chair, His Excellency Andrew Pearce, OBE.
