Government Procurement Services
Overview of Department:
Government Procurement Services (GPS) is the central unit that supports all public procurement across the Government of Montserrat. We help ministries, departments and Government-Owned Entities to buy goods, works and services in a way that is:
- Fair and transparent
- Competitive and good value for money
- Consistent with the Public Procurement Act, 2025 and the Public Procurement Regulations, SRO 43 of 2025
We also work closely with suppliers, both local and international, to make it easier to do business with the Government of Montserrat.
Our Mandate:
Under the Public Procurement Act, 2025 and Public Procurement Regulations, SRO 43 of 2025, GPS is responsible for strengthening and coordinating the public procurement system across Government.
In practice, this means GPS:
- Leads improvements to procurement policies, procedures and legislation
- Develops and maintains standard tender documents, contract forms and templates
- Coordinates the development of the public procurement website and e-procurement tools
- Maintains core procurement data and statistics across Government
- Advises the Public Procurement Board (PPB), the Financial Secretary and procuring entities on procurement matters
- Designs and delivers training and capacity-building for public officials and suppliers
- Establishes and maintains supplier registry and the list of debarred suppliers

- How tenders are evaluated and awarded
- What standards and documents are used
- How to raise concerns
