Montserrat Port Development Project

To improve the efficiency, effectiveness and resilience of the port facilities to provide a safe harbour and accessibility to all users.

The Montserrat Port Development project will improve the efficiency, effectiveness and resilience of the port facilities to provide a safe harbour and accessibility to all users. The infrastructure works will include the construction of an offshore jetty, new access road, dredging works and slope stabilisation. Following a design phase that included the completion of a Climate Vulnerability Risk Assessment, Geotechnical Investigations, and an Environmental and Social Impact Assessment, the project has now advanced to the procurement phase for a Design and Build contractor. Five (5) companies have qualified to bid for the provision of these services and will be invited to submit bids in the last quarter of 2020.

The UK Government is providing £14.4 million in grant funding to the Government of Montserrat for this project through the UK Caribbean Infrastructure Fund (UKCIF), which is administered by the Caribbean Development Bank (CDB). The Government of Montserrat is also providing £7 million in counterpart resources with financial support from the European Union. The implementing agencies from the Government of Montserrat are the Ministry of Finance and Economic Management and Ministry of Communications Works, Energy and Labour.

During the construction phase of the project, it is estimated that the project will create employment and generate business in construction, as well as other related sectors of the economy including retail, housing, hotel and rental accommodation, and food and beverage services.
