MONITORING & EVALUATION UNIT

Overview of Department:

The Monitoring and Evaluation (M&E) Unit provides a range of centralised, cross-government MEL activities. It monitors the implementation of Cabinet decisions, achievement against key strategic strategies and policies, and supports the annual review of the Budget Support Programme from the UK Government.

Our mandate is outlined as follows:

  • To facilitate the ongoing and systematic collection of information to assess progress towards the achievement of objectives, outcomes and impacts for the Government of Montserrat (GoM). The provides a clear basis for assessing how successful we are at achieving priority objectives.
  • Use of the performance information (through evidence-based policy making and results-based budgeting) to support the budgeting and planning processes and the setting of priorities.
  • Enhance transparency and support accountability by revealing the extent to which government has attained its desired objectives.
  • Assist with providing clear baselines and targets for those responsible for implementing change: clearly showing the how, why and what need to be done to contribute to the achievement of the government’s overarching goals.
  • Provide relevant and timely information to programme implementers and decision-makers, allowing them to adjust their actions. The early signalling of potential weaknesses in programme designs better allows for adjustments to be made, and success to be achieved.
