Overview of Ministry

The Ministry of Health and Social Services (MoHSS) is focused on building robust and transformative approaches to providing a better health system for Montserrat; one that is integrated and equitable. We are embarking on a period of development and change, exploring possibilities for innovative approaches to enhance the work of the Ministry.  Fundamental to these changes is the need to build strong communities and support them with community based initiatives, shifting the Ministry’s focus from a Secondary Care (Hospital treatment) centric model to a Primary Care (community & preventative) model, aimed at building prevention and strong health promotion, reducing the burden for costly and sometimes unpleasant medical interventions through the Secondary Care setting.


In the MoHSS Strategic Plan 2019-2022, we attempt to address the needs of the most vulnerable in our society as well as strengthen and enhance our services, so that they are in line with modern international standards and are effective, accessible, equitable and efficient for Montserrat.

Our Social Services Department will continue to embrace entire families and households, and strive to provide social safety nets to reduce hardship, and to embrace human dignity for all (from the cradle to the grave), and where possible promote community development.


In late 2018, MoHSS worked with its staff and stakeholders to develop the overarching strategy, with Primary Health Care and progress towards Universal Health at the core. This 2019-22 strategic plan details MoHSS’s objectives and operations aimed at strengthening the health system based on a new ‘SMART’ Hospital and spearheaded by stronger Primary Health Care; breaking down barriers to access, giving voice to the unheard, and enabling social participation, government action, intersectoral and multisectoral collaboration, and advocacy for health.

We are embarking in a new phase of planning and change, exploring innovative approaches to enhance the work of the Ministry.  Fundamental to these changes is the need to assist with rebuilding strong communities, and supporting community based activities, focusing a shift from a Secondary Care (Hospital treatment) centric model to a Primary Care (community & preventative) focused approach, aimed at building prevention and strong health promotion, reducing the burden for costly and sometimes unpleasant medical interventions through the Secondary Care setting.

Vision Statement

Ministry of Health & Social Services’ vision directly supports the national agenda for Montserrat: “To be a resilient, high quality health system that enables and empowers all citizens to manage their health and wellness and have prompt, easy access to quality and affordable health and social care.”

Core Values

The Ministry is fully committed to the Primary Health Care approach and subscribes fully to the core values of ethics, equity and solidarity. Access to health is therefore viewed as a fundamental human right and in achieving health for all we believe in promoting partnerships, cooperation and ethical conduct in health service provision.

By embracing these core values, we set our aim to ensure that eventually all persons, regardless of their socio-economic situation, will have access to an essential package of quality health services.

Given the challenges facing the Ministry, our Strategic Plan for Healthcare Development consists of the following key areas of priority:
